People United for Privacy Foundation Welcomes Zac Morgan as Senior Fellow

People United for Privacy Foundation (PUFPF) is excited to announce the addition of Zac Morgan as a Senior Fellow. With extensive experience in First Amendment and political law, Zac will expand and deepen PUFPF’s analysis and commentary on legal and policy issues affecting donor privacy.

“Zac has worked inside and outside of government to protect Americans’ privacy and First Amendment rights. We are delighted to gain his unique experience and expertise as we navigate the ongoing and emerging challenges facing donor privacy in government and in the courts,” said Heather Lauer, CEO of People United for Privacy Foundation.

Zac is Senior Litigation Counsel at Washington Legal Foundation (WLF), where he regularly represents WLF as counsel of record before the U.S. Supreme Court and the federal appellate courts. Zac previously served as Counsel to former Commissioner Allen Dickerson of the Federal Election Commission from 2021 to 2025. Prior to his tenure at the FEC, Zac spent nearly a decade as a Staff Attorney at the Institute for Free Speech, where he authored amicus briefs and litigated numerous cases concerning nonprofit donor privacy.
